In February of 2018, Professor Peter Shergold and Bronwyn Weir delivered “Building Confidence: Improving the effectiveness of compliance and enforcement systems for the building and construction industry across Australia”. This watershed report, not only highlighted a raft of weaknesses affecting compliance and confidence in the building industry, but also offered 24 recommendations to address these issues.

- Recommendation 20: A Building Manual for Commercial Buildings.
